Former Nairobi County Assembly Clerk Jacob Ngwele has been cautioned against interfering with the affairs of the Assembly following claims that he is involved in efforts to undermine the current Clerk, Edward Gichana.
Sources within the Assembly allege that Ngwele has been orchestrating a coordinated scheme aimed at unseating Gichana by quietly working with a section of Assembly staff and a group of third-term MCAs said to be allied to him.
According to insiders, Ngwele is accused of colluding with staff members to influence Assembly operations, including the alleged drafting of official correspondence and strategic advice circulated discreetly among a small clique of MCAs.
“We are fully aware of his schemes. We recognise his handwriting in our official documents and even in the thinking of some MCAs,” said one legislator who spoke on condition of anonymity. “He writes, advises, and we can easily trace his influence because we previously worked with him.”
The MCA further warned that such actions amount to undue interference in the running of the Assembly and could destabilize its administration.
Leaders within the Assembly have now advised Ngwele to focus on his current legal and professional responsibilities in Isiolo County, where he is presently engaged, and to refrain from involvement in Nairobi’s legislative affairs.
“Ngwele must accept that Edward Gichana is the duly appointed Clerk of the Nairobi County Assembly,” the MCA said. “Any sinister or unlawful attempts to remove him from office will be met with equal force and defended through lawful means.”
The warning comes amid heightened political activity at the Assembly as it resumes sittings, with leadership calling for stability, respect for institutional processes, and adherence to the rule of law.
