The Nairobi County Assembly Implementation Committee has called on Governor Johnson Sakaja to clarify who is currently serving as the County Executive Committee Member (CEC) for Finance, warning that the uncertainty could plunge the county into a financial crisis.
Committee Chairperson Peter Imwatok told the media that the current acting Finance CEC, Ibrahim Auma, lacks the legal authority to incur expenditure under the Public Finance Management Act. He warned that unless the matter is resolved promptly, county operations could grind to a halt.
“We have raised this question several times regarding the whereabouts of Charles Kerich, who is currently facing civil jail. According to the law, he remains the Finance CEC because he never formally handed over office. Furthermore, the Governor has not properly appointed Ibrahim Auma as acting CEC. What we saw was only a press release,” said Imwatok.
Meanwhile, the committee has maintained that summons previously issued to Kerich, Chief Officer Asha, and other county officials remain in force.
“The committee wishes to reiterate that the summons still stand. Should they fail to appear before the committee, they will be escorted by the Chief Sergeant-at-Arms and police officers,” he added.
