A Kenyan civil rights lobby group, Concern Citizens, has filed a formal complaint with the National Government Constituency Development Fund (NG-CDF) board, seeking urgent disciplinary action against a senior staff member identified as Nelson Alfayo.

In a letter addressed to the NG-CDF Chief Executive Officer, the group accuses Alfayo of gross violations of the Constitution, illegal political campaigning, and a series of serious criminal allegations that they claim undermine the integrity of the public office.

The petition, signed by Convener Bradley Ouna, specifically alleges that Alfayo has been using his official position to influence the electorate in Nyali Constituency, Mombasa County.

According to the lobby group, Alfayo has been actively campaigning for personal gain, a move they argue directly violates the public service code of conduct and the laws of Kenya regarding the neutrality of public officials.

Ouna stated in the letter that the official has on numerous occasions used his status as an employee of the fund to participate in political activities, warning that the group is prepared to take decisive action in the court of law should the official not desist from these activities immediately.

Beyond the allegations of political interference, the complaint includes explosive testimony regarding the official’s conduct within the community.

Alfayo is accused of involvement in a wide array of vices, ranging from corruption and money laundering to the sponsorship of organized criminal elements.

Local sources in Nyali claim that Alfayo has “bribed his way” through various offices to avoid accountability for past corruption allegations, including claims that he previously misappropriated bursary funds from Malindi to fund his current political ambitions in Nyali.

The petition further details a pattern of social misconduct and predatory behavior. One anonymous source alleged that Alfayo has been involved in several sex scandals, claiming he targeted married women and members of his own campaign team by offering “favors” in exchange for sexual acts.

One woman claimed to possess chat records showing the official soliciting her, allegedly telling her that her husband lacked the financial means to provide for her in the way he could.

Further, the official is accused of sponsoring “panga-wielding” goons who have terrorized residents in Nyali. The petition links him to an incident during the recent festive season where an associate, identified as Samuel Ogoye, was reportedly arrested by Nyali police following a robbery involving a local woman.

Concern Citizens, which operates with a focus on enforcing public accountability and social justice under Article 43 of the Constitution, has copied the petition to the Commission on Administrative Justice. The group maintains that they will continue to pursue legal and public petitions until the NG-CDF board addresses these grave concerns.
