It has now been revealed that embattled Busia Governor Paul Otuoma paid his own Children and siblings Sidney Otuoma,Melly Machio and Kizito Olucho 1.4 billion shillings in tenders awarded to their proxy companies Baya Farm Care Limited and Leokiz Investment limited.

According to information now under investigation, companies said to be linked to the governor’s children and siblings Sidney Otuoma, Melly Machio, and Kizito Olucho allegedly received tenders worth approximately KSh 1.4 billion from the Busia County Government.

The firms named in the probe are Baya Farm Care Limited and Leokiz Investment Limited, which are alleged to have cumulatively received close to KSh 2 billion in county contracts since Governor Otuoma assumed office.

The Ethics and Anti-Corruption Commission (EACC) has intensified investigations into the matter, with sources indicating that enforcement action may be imminent should sufficient evidence be established.

As part of the probe, the Commission last year conducted search operations targeting several senior county officials, including: • Finance CEC Topister Wanyama,
• Lands CEC Peter Odima
• Youth and Sports CEC Paul Olunga
• Finance Chief Officer Gypson Ojiambo Wafula
• Budget Director Evans Wandera
• Supply Chain Management Director Leonard Omacha


The investigations also extend to alleged irregular procurement and economic crimes linked to the construction of the Busia Trailer Park Yard during the 2023/2024 financial year.

The EACC alleges that the county government may have irregularly leased public land without following mandatory tendering procedures, potentially exposing public resources to loss.

The EACC has maintained that the investigations are ongoing and that any culpability will be determined in accordance with the law.
